สำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (ETDA) ประกาศยุทธศาสตร์ “Co-Creation Regulator & Facilitator” ในวาระ 16 ปี เดินหน้าขับเคลื่อน Digital Trust ให้เป็นรากฐานเศรษฐกิจ–สังคมดิจิทัลไทย พร้อมลดข้อจำกัดด้านการเข้าถึงการเรียนรู้ของประชาชนและนักศึกษา ผ่านทรัพยากรความรู้สาธารณะ อีเวนต์แบบเปิด และกิจกรรม outreach เชิงรุกครอบคลุม 77 จังหวัด
ด้าน Digital ID ประเทศไทยก้าวสู่การใช้งานจริงอย่างเป็นรูปธรรม ภายใต้ Digital ID Framework ระยะที่ 2 ครบทั้งกฎหมาย มาตรฐาน และแนวทางครอบคลุมประชาชน นิติบุคคล คนต่างด้าว และกลุ่มเปราะบาง ออกใบอนุญาตบริการ Digital ID แล้ว 28 ใบ มี e‑Service ภาครัฐเชื่อมต่อแล้ว 1,797 บริการ (มิ.ย. 2569) และบัญชีผู้ใช้งานสะสม 162.63 ล้านบัญชี พร้อมนำร่องเอกสารดิจิทัลที่ตรวจสอบได้ (Verifiable Credential: VC) กับ Transcript เตรียมกลไกกำกับ VC Ecosystem และ VC Trusted List รวมถึงการพัฒนา Digital Document Wallet (ร่วม DGA และกรมการปกครอง) เพื่อลดสำเนาซ้ำ เปิดเผยเท่าที่จำเป็น และรองรับการเชื่อมต่อ e‑Service สำหรับคนต่างด้าวและนิติบุคคลผ่านแพลตฟอร์ม IDSP ที่ผ่าน ETDA Sandbox
ETDA ยกระดับ AI Governance จากหลักการสู่การใช้งานจริง ครอบคลุม Guideline/Toolkit/งานวิจัยกว่า 12 เรื่อง ให้คำปรึกษาและอบรมเชิงปฏิบัติการแก่ 4 ภาคส่วนหลัก (การศึกษา กระบวนการยุติธรรม ภาครัฐ ภาคการเงิน) รวมกว่า 140 หน่วยงาน มี AI Governance Framework สำหรับโรงเรียน ครู นักเรียน อบรมหน่วยงานรัฐครบ 20 กระทรวงผ่านโครงการ AI Gov4Govt และทดสอบ Ethical LLM ผ่าน AI Red Team Challenge ในภาคการเงิน สร้างการรับรู้เรื่องความเสี่ยง/ธรรมาภิบาล AI ให้ผู้ใช้งานมากกว่า 120,000 คน ขยายหลักสูตรนานาชาติ AI Visionaries ไปแล้วกว่า 10 ประเทศ สร้างเครือข่าย Certified Trainer สะสมไม่น้อยกว่า 89 คน และจัด AI Governance Week 2026 ต่อเนื่อง พร้อมวางบทบาท AI Governance Practice Center (AIGPC) และ AI Governance Sandbox มุ่งเน้นกลุ่มการศึกษา เด็ก/กลุ่มเปราะบาง และยุติธรรม ตลอดจนผลักดันเกณฑ์ทดสอบความปลอดภัย AI หลายภาษา
ในมิติการเติบโตเศรษฐกิจดิจิทัล ETDA เร่งโมเดล SMEs Growth จาก “พร้อมใช้” สู่ “ใช้แล้วโตจริง” เริ่มจากผลสำรวจ DMI ปี 2568 (คะแนนเฉลี่ย 2.45/4 เพิ่มขึ้น 3.81%) ลงสู่ 4 ภูมิภาค 16 จังหวัด เชื่อมพาร์ทเนอร์แบบครบวงจร ทั้ง depa (D‑Transform, D‑Voucher) สสว. โครงการ BDS “SME ปัง ตังได้คืน” แหล่งทุนผ่าน SME D Bank (“SME D พร้อม”, “ปลุกพลัง SME”) และการค้ำประกันสินเชื่อโดย บสย. เกิดการจับคู่ทดลองใช้เทคโนโลยีกว่า 108 คู่ กับผู้ให้บริการเทคโนโลยี 138 ราย พัฒนา “SMEs Profile” เป็นแผนที่พัฒนาธุรกิจให้เข้าถึงโซลูชัน ผู้เชี่ยวชาญ เงินทุน และมาตรการได้ตรงจุด
ภายใต้กฎหมาย DPS ETDA ทำหน้าที่กลไกร่วมกำกับ คุมเข้มบริการแพลตฟอร์มให้โปร่งใสและเป็นธรรม นำแพลตฟอร์มเข้าสู่ระบบและตรวจสอบข้อมูลแล้ว 2,133 บริการ (ส.ค. 2569) ออกประกาศพร้อมใช้ครอบคลุมค่าธรรมเนียม Ride Sharing การป้องกันอาชญากรรมทางเทคโนโลยีบนโซเชียล และการจำหน่ายสินค้ามาตรฐาน ยกระดับศูนย์ 1212 ETDA เป็น “เรดาร์ของระบบ” เชื่อมเรื่องกับหน่วยงานที่มีอำนาจ พร้อมแคมเปญ “DPS Trust Every Click” ปี 2 จัดเวิร์กชอป 338 คน และเข้าถึงสื่อความรู้ด้าน DPS กว่า 4.4 ล้านครั้ง ทีม 1212 ลงพื้นที่ 10 จังหวัด ขณะที่โครงการ ETDA Digital Citizen ปั้น EDC Trainer 2,387 ราย ครอบคลุม 77 จังหวัด 591 อำเภอ ถ่ายทอดความรู้ AI & Digital Literacy ให้ประชาชนกว่า 60,000 คน และสื่อการเรียนรู้เท่าทันภัยออนไลน์ถูกเข้าถึงแล้วกว่า 5 ล้านครั้ง พร้อมเปิดเวที Ignite Creativity Challenge “แกร่งสู้โกง” และ Awakening Digital Literacy Creator 2026 ให้คนรุ่นใหม่ได้แสดงศักยภาพ
ทั้งหมดนี้สะท้อน Digital Trust ที่จับต้องได้ ทั้งโครงสร้างพื้นฐาน มาตรการกำกับดูแล และการเรียนรู้ที่เข้าถึงได้จริงสำหรับประชาชน ผู้ประกอบการ และนักศึกษา ดร.ชัยชนะ มิตรพันธ์ ย้ำว่า “Digital Trust ไม่ใช่เพียงความเชื่อมั่นในเทคโนโลยี แต่คือรากฐานของคุณภาพชีวิต การเติบโตทางเศรษฐกิจ และขีดความสามารถในการแข่งขันของประเทศ”
16 Years of ETDA: From Digital ID and AI Governance to SMEs Growth and DPS Trust — Removing barriers to learning through public resources, open events, and nationwide outreach
Thailand’s Electronic Transactions Development Agency (ETDA) marked its 16th year with a decisive push as a “Co‑Creation Regulator & Facilitator,” embedding Digital Trust as the backbone of the nation’s digital economy and society. The plan emphasizes open, practical learning for the public and students via public knowledge resources, open events, and proactive outreach across all 77 provinces.
Digital ID is moving into large‑scale, real‑world use under Phase 2 of the national framework, spanning laws, standards, and guidelines for individuals, legal entities, foreigners, and vulnerable groups. To date, 28 Digital ID service licenses have been issued; 1,797 government e‑services are connected (as of June 2026), with 162.63 million accumulated user accounts. ETDA is piloting Verifiable Credentials (VC) with academic transcripts, building a regulated VC Ecosystem and VC Trusted List, and developing a Digital Document Wallet (with DGA and the Department of Provincial Administration) to minimize duplicate photocopies and enable minimal disclosure. Cross‑border and legal‑entity use will be supported via the IDSP platform validated in the ETDA Sandbox.
ETDA is operationalizing AI Governance with 12+ guidelines, toolkits, and studies, plus advisory and hands‑on training across four sectors (education, justice, government, finance) covering 140+ agencies. Initiatives include an AI Governance Framework for schools, AI Gov4Govt training across all 20 ministries, and an Ethical LLM Red Team Challenge in finance. Over 120,000 users have engaged with risk and governance content; the AI Visionaries program has expanded to 10+ countries, backed by 89+ Certified Trainers, and the AI Governance Week 2026. The AI Governance Practice Center (AIGPC) and Sandbox will prioritize education, children/vulnerable groups, and justice, and advance multilingual AI safety evaluations.
To spur inclusive growth, ETDA is scaling the “SMEs Growth” model from “ready to use” to “use and grow,” building on DMI 2025 results (2.45/4 average, +3.81%). Deployed across 4 regions/16 provinces, the model integrates partners end‑to‑end: depa (D‑Transform, D‑Voucher), OSMEP’s BDS, financing via SME D Bank (“SME D Prompt”, “Awaken SME”), and guarantees from Thai Credit Guarantee Corporation. Outcomes include 108+ tech adoption pairings with 138 tech providers and an “SMEs Profile” roadmap to match solutions, experts, capital, and support measures.
Under the DPS law, ETDA has onboarded 2,133 platforms (Aug 2026), issued enforceable notices on fees, ride‑sharing, social‑media tech‑crime prevention, and regulated goods, and upgraded the 1212 ETDA center into a system “radar” that routes cases to competent authorities. The “DPS Trust Every Click” campaign (Year 2) convened 338 workshop participants and delivered 4.4 million knowledge impressions. Field teams reached 10 provinces. The ETDA Digital Citizen program built 2,387 EDC Trainers across 77 provinces/591 districts, delivering AI and digital literacy to over 60,000 people, while online safety learning media surpassed 5 million accesses, alongside youth challenges such as “Ignite Creativity: Fight Corruption” and Awakening Digital Literacy Creator 2026.
The result is a tangible Digital Trust ecosystem—standards, oversight, and learning access for the public, businesses, and students—positioning Thailand for safe, inclusive digital growth.
