#SPULawaroundtheWorld : Taxi drivers reject passengers, is it wrong?

Taxi means a vehicle used for hire to carry no more than seven passengers.

Currently, there have been many complaints from the public to relevant agencies about taxi drivers’ behavior of refusing passengers, and many people wonder whether refusing passengers is against the law.
There are clear regulations regarding taxi refusal of passengers and other provisions in the Land Traffic Act, Section 12 and the section regarding refusal of passengers, namely:

Section 93: “A taxi driver shall not refuse to carry passengers unless the carrying of such passengers is dangerous to himself or the passengers.
In the event that a taxi driver wishes not to transport passengers, he/she must display a sign stating that he/she is not transporting passengers…”

Therefore, the reason why taxis can reject passengers is that after picking up passengers or the place where they are going to drop off passengers may cause danger to the driver and passengers, such as having a flat tire while driving to change the tire or inflating the tire. If they pick up passengers, an accident may occur to the passengers.
But it does not include gas refills and installment payments. If a taxi is not available to pick up passengers, it should clearly display a sign that it is not accepting passengers.
