SHIELD (Scam and Human Trafficking Information Exchange and Linked Database)
– Digital power concentration:
– Cybercrime to cyber-resilience:

From AI rules to anti-scam wins in Arusha: SPU turns global parliamentary outcomes into accessible learning for students and the tech community
The 153rd Inter-Parliamentary Union (IPU) Assembly concluded in Arusha, Tanzania, on 11 October 2026 with Thailand’s delegation drawing global attention for proactive leadership in AI governance and tangible progress against cross-border cybercrime. SPU translates these complex policy outcomes into an accessible brief for students and the wider tech community.
A milestone for Thailand: Asst. Prof. Dr. Noppadol Inna, Senator, was elected Chair of Science and Technology at the IPU—an influential role in shaping global parliamentary governance for AI, including the forthcoming IPU Charter on AI Ethics (2027–2032). In his English-language address, Dr. Noppadol urged parliaments to build continuous partnerships with scientists—beyond crisis moments—so evidence can robustly inform lawmaking. He also spotlighted climate risks in Fiji and the Pacific.
Science and Technology discussions focused heavily on AI. Recognizing that technology is outpacing governance, members called for a global AGI observatory, preventive technology risk assessments, and dual-use monitoring. They also emphasized vigilance over the concentration of digital power and widening tech inequality.
On cyber safety, Thailand reported progress on the IPU emergency item tackling online scams and transnational crime. Senator Dr. Weerapun Suwannamai outlined three thrusts: stronger enforcement against tech-enabled fraud, suspension of illicit services with restitution to victims, and deeper inter-agency integration. From Oct 2025 to May 2026, Thai authorities pursued 1,494 scam-network cases, seized over THB 57 million, and supported 808 victims. Thailand also advanced cross-border cooperation via SHIELD (Scam and Human Trafficking Information Exchange and Linked Database), enabling interoperable exchanges of criminal intelligence, digital forensics, and financial trails.
Thailand additionally clarified its position following claims from the Cambodian side on border issues—ensuring a more balanced understanding on the global stage.
Key takeaways for SPU’s tech community
– AI governance is catching up: a global AGI observatory and preventive risk assessment signal the architecture of oversight to come.
– Dual-use monitoring raises the bar for MLOps, model cards, and governance pipelines.
– Digital power concentration: design for fairness and access—across data, models, and compute.
– From enforcement to resilience: Thailand’s model blends prosecution, restitution, and illicit-service shutdowns to protect real users.
– Cross-border collaboration: SHIELD demonstrates secure, interoperable patterns for forensics and financial data sharing.
Why it matters for learning access: SPU packages complex parliamentary proceedings into an open, bilingual resource so students, faculty, and practitioners can apply tech-policy insights in class, research, and responsible product development.
