Engineers, planners and university leaders at SPU are putting their expertise in front of the people who decide, from a municipal council in Chiang Rai to the Ministry of Higher Education in Bangkok.
Good public decisions start with good evidence. Under its announcements on academic service to society, Sripatum University (SPU) treats expert advice to government as part of its institutional mission, not a side activity. The university’s ALPHA Ready Reinventing Roadmap describes SPU as a strategic “Solution Partner” for the nation, and in 2025–26 that role took shape in council chambers, provincial forums and ministry meetings.
At national level, Asst Prof Dr Theerasan Sahassaphas, Director of the DNA by SPU programme and a lecturer in the Faculty of Business Administration, was appointed an expert committee member (management) of the Digital Government Development Agency (Public Organization), bringing SPU expertise into the governance of Thailand’s digital government services. SPU’s Strategic Plan Preparation Committee, under the Ministerial Regulation on the Grouping of Higher Education Institutions, briefed the Deputy Permanent Secretary of MHESI on 16 January 2026.
In Chiang Rai, a Faculty of Engineering team led by Prof. Dr. Paiboon Panyakapo surveyed the Mae Lao Early Childhood Development Centre, a building damaged in an earlier earthquake, and on 24 November 2025 presented its damage analysis and seismic-retrofit design concept directly to the Mae Lao Municipal Council. On World Town Planning Day, 7 November 2025, Asst. Prof. Dr. Warisara Lertpaitoonpan and Asst. Prof. Dr. Chitsanu Amprayn advised provincial forums in Ratchaburi and Samut Songkhram on nature-based solutions and climate-adaptive urban planning. SPU energy engineers also provide technical guidance to the Village Fund Office on community solar farms and verify energy management reports under the Energy Conservation Promotion Act.
Good public decisions start with good evidence.
The result is participatory policymaking grounded in evidence: safer public buildings, climate-ready city plans and stronger public institutions. Each engagement shows collaborative governance at work, where university knowledge informs government effectiveness and builds trust in public institutions. SPU will keep widening this work by encouraging more faculty to serve on government committees and to share their expertise wherever public decisions are made.
At Sripatum University, expertise is meant to be used. By advising councils, provinces and ministries with evidence they can act on, SPU helps build the strong, accountable institutions that sustainable development depends on.

วิศวกร นักผังเมือง และผู้บริหาร SPU นำองค์ความรู้ไปถึงผู้ตัดสินใจ ตั้งแต่สภาเทศบาลในเชียงรายถึงกระทรวง อว. มหาวิทยาลัยศรีปทุมให้คำปรึกษาเชิงผู้เชี่ยวชาญแก่ภาครัฐทุกระดับ ผ่านการให้แนวทางนโยบาย การร่วมเป็นกรรมการ และการให้ข้อมูลหลักฐาน เพื่อให้การตัดสินใจสาธารณะตั้งอยู่บนข้อมูลที่ถูกต้อง
การตัดสินใจเชิงนโยบายที่ดีเริ่มจากหลักฐานที่ดี มหาวิทยาลัยศรีปทุมจึงกำหนดให้การบริการวิชาการแก่สังคมเป็นพันธกิจระดับสถาบัน ผ่านประกาศ ปก.มศป.067/2567 และหลักเกณฑ์ ปก.มศป.044/2569 สอดคล้องกับแผน ALPHA Ready Reinventing Roadmap ที่วางบทบาทมหาวิทยาลัยเป็น “Solution Partner เชิงยุทธศาสตร์ของประเทศ”
ในระดับท้องถิ่น ทีมคณะวิศวกรรมศาสตร์นำโดย ศ.ดร.ไพบูลย์ ปัญญาคะโป สำรวจอาคารศูนย์พัฒนาเด็กเล็กแม่ลาว จ.เชียงราย ที่เสียหายจากแผ่นดินไหว แล้วนำเสนอผลวิเคราะห์ความเสียหายและแนวคิดการเสริมสมรรถนะต้านทานแผ่นดินไหวต่อสภาเทศบาลตำบลแม่ลาว เมื่อ 24 พ.ย. 2568 เพื่อเป็นข้อมูลประกอบการวางแผนอาคารที่ปลอดภัยสำหรับเด็กเล็ก ในวันผังเมืองโลก 7 พ.ย. 2568 ผศ.ดร.วริสรา เลิศไพฑูรย์พันธ์ และ ผศ.ดร.ชิษณุ อัมพรายน์ ให้แนวคิดการวางผังเมืองเพื่อปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศในเวทีวิชาการระดับจังหวัดที่ราชบุรีและสมุทรสงคราม
ในระดับประเทศ ผศ.ดร.ธีรศานต์ สหัสสพาศน์ ผู้อำนวยการหลักสูตร DNA by SPU และอาจารย์คณะบริหารธุรกิจ ได้รับแต่งตั้งเป็นกรรมการผู้ทรงคุณวุฒิด้านการบริหารจัดการ ของสำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) นำความเชี่ยวชาญของมหาวิทยาลัยไปร่วมกำกับทิศทางการพัฒนาบริการภาครัฐดิจิทัล ขณะที่คณะกรรมการจัดทำแผนยุทธศาสตร์ตามกฎกระทรวงการจัดกลุ่มสถาบันอุดมศึกษา พ.ศ. 2564 ของมหาวิทยาลัย นำเสนอแผนต่อรองปลัดกระทรวง อว. เมื่อ 16 ม.ค. 2569 ส่วนคณาจารย์ด้านพลังงานให้แนวทางทางเทคนิคแก่สำนักงานกองทุนหมู่บ้านเรื่องโซลาร์ฟาร์มชุมชน และตรวจรับรองรายงานการจัดการพลังงานตาม พ.ร.บ.การส่งเสริมการอนุรักษ์พลังงาน
การตัดสินใจเชิงนโยบายที่ดีเริ่มจากหลักฐานที่ดี
ผลที่เกิดขึ้นคือการกำหนดนโยบายแบบมีส่วนร่วมบนฐานหลักฐาน อาคารสาธารณะที่ปลอดภัยขึ้น แผนเมืองที่พร้อมรับมือสภาพภูมิอากาศ และสถาบันสาธารณะที่เข้มแข็งขึ้น มหาวิทยาลัยจะส่งเสริมให้คณาจารย์ร่วมเป็นกรรมการและที่ปรึกษาของหน่วยงานรัฐเพิ่มขึ้นอย่างต่อเนื่อง
ความเชี่ยวชาญของ SPU มีไว้เพื่อใช้จริง การให้คำปรึกษาแก่ท้องถิ่น จังหวัด และกระทรวงด้วยหลักฐานที่นำไปใช้ได้ คือส่วนหนึ่งของการสร้างสถาบันที่เข้มแข็งและตรวจสอบได้เพื่อการพัฒนาที่ยั่งยืน
